Get a signed URL to upload a meeting recording

https://api.heymantle.com/v1/meetings//transcribe/upload

Returns a pre-signed S3 URL that can be used to upload a meeting recording directly. After uploading, call POST /meetings/{id}/transcribe to start transcription.
