List the organization's saved replies. Visibility rules are applied:
- Public (no
userId, noroles): visible to every caller. - Private (
userIdset): visible only when the OAuth session is for that user. - Role-restricted (
rolesnon-empty): visible only when the OAuth session's user roles intersect with the reply's roles.
Soft-deleted replies (deletedAt set) are excluded.
